CU and SP announce private members’ bill to better protect minors and vulnerable players
The CU and SP parliamentary groups have announced a private members’ bill that would introduce further player and consumer protections to prevent gambling-related harm.
The bill proposes to introduce:
further restrictions (short of a full ban) on gambling advertising;
mandatory stake and time limits for high-risk games, i.e., online casino games;
a ban on credit card gambling;
quicker and easier involuntary registrations in CRUKS, the national exclusion register;
increased contributions from licensed operators to the national gambling addiction prevention fund;
additional duty of care obligations; and
an obligation for operators to provide the National Rapporteur for Addiction Care with access to their player data.
As both CU and SP previously expressed strong opposition to the legalization of online gambling, it appears that the contents of this bill are the farthest-reaching measures that could conceivably count on majority parliamentary support.
H2 Gambling Capital: “NL market channelization to drop below 72% in 2029”
H2 Gambling Capital predicts that the percentage of the total online gambling market in the Netherlands (in terms of GGR) that is onshore will drop below 72% in 2029.
The proposed increase of the gambling tax rate from 30.5% to 37.8% of GGR in 2026 would likely result in severely limited bonus offers by licensed operators’ bonus offers, which, in turn, would significantly restrict the attractiveness of the legal market.
Under the Dutch tax regime, bonus offers are included in the operator's GGR and thus subject to taxation. The proposed tax increase would thus lead to a 24% rise in bonus costs.
Additionally, the tax increase would also have a significant negative impact on RTP-ratios, thus further increasing the relative attractiveness of illegal offers.
OneCasino receives sports betting license
OneCasio has received a sports betting license from the Netherlands Gambling Authority. The operator was already licensed to offer online casino games in the Dutch market.
It is not yet known when OneCasino's betting offer goes live in the Netherlands.
German regulator: “Further cooperation with Google needed in fight against black market”
Germany's interstate gambling regulator, the Gemeinsame Glücksspielbehörde der Länder (GGL), has praised Google's decision to limit its gambling advertising to operators licensed in the country.
Still, “further cooperation” with Google is needed to limit remaining advertising possibilities and to ensure that it becomes more difficult for illegal operators to benefit from SEO strategies, according to GGL Co-Chair Ronald Benter.
Mindway AI partners with telehealth provider
Responsible gambling solutions provider Mindway AI has partnered with Kindbridge Behavioral Health, a US-based telehealth clinic that specializes in addiction treatment and counselling.
The two organizations are joining forces in an effort to create a comprehensive detection and treatment pipeline. Used together, Mindway AI would identify at-risk players who could then benefit from treatment through Kindbridge. Mindway AI and Kindbridge share mutual clients.
This type of collaboration could be very successful in North America, says Mindway CEO Rasmus Kjaergaard, and there is “no reason why we couldn’t expand [this formula] elsewhere.”

Minister: “Gambling tax increase could threaten continuity of Holland Casino
The proposed increase of the gambling tax rate from 30.5% to 37.8% of GGR in 2026, could conceivably threaten the continuity of Holland Casino, says Minister of Finance Eelco Heinen in response to parliamentary questioning.
According to Heinen, Holland Casino should investigate “all options” to compensate for the proposed tax increase, including cost cutting and reorganizations. “A request for state aid is currently not on the agenda,” the Minister added.
Heinen also said that he would update the Lower House around the summer of 2025 on potential plans to privatize Nederlandse Loterij and Holland Casino.
