Dutch government releases report on future lottery system

Dutch land-based GGR grew 4.7% in 2018, Netherlands Gambling Authority reports


Gross gaming revenue (GGR) of licensed Dutch land-based gambling operators increased to €2.63bn in 2018, up 4.7% compared to the previous year, figures released by the Netherlands Gambling Authority show.


Lotteries (47%) are the largest vertical, followed by slot machines (41.5%), casino table games (10%), and sports betting (1.5%).


No major shifts occurred since the previous market scan published in 2018.


Netherlands Gambling Authority publishes draft model for remote gaming data vault


The Netherlands Gambling Authority has notified its draft data model for its future remote gaming data vault to the European Commission. The data vault will also be accessible to the Dutch revenue service, which has released its own data vault specifications.


The primary aim of the data vault is to facilitate a secure exchange of regulatory data between licensed operators and Dutch regulators. The creation of this data vault is mandated by the Remote Gaming Act that is now expected to come into force on March 1, 2021.

Dutch government releases report on future lottery system


Minister for Legal protection Sander Dekker has sent a report on the future of the Dutch lottery system to the Lower House.


The report, which was drafted by PricewaterhouseCoopers, finds that the legal and regulatory distinctions between the Dutch State Lottery, De Lotto, and private charity lotteries serve no clear, rational reason. “There is no obvious reason for differentiation between lottery products or to restrict the supply of lottery products by limiting the number of available licenses through a statutory monopoly,” the report’s authors claim.


Thus, the report finds that an open licensing system for all lottery products, as well as a uniform remittance rate to charities and good causes, would ultimately be in the best interest of Dutch consumers.


In the accompanying letter, Minister Dekker promised to offer a policy response to the report’s findings in Q1 2021.
