The Dutch Senate just concluded its second day of deliberations on the Remote Gaming Bill and Casino Reform Bill.
A vote on the Reform Bill has been scheduled for next week, on Tuesday, February 19, 2019. The Casino Reform Bill has - for the moment, at least - been withdrawn due to lack of support.
At this point, passage of the Remote Gaming Bill seems fairly certain with VVD (13 votes), D66 (10 votes), PVV (9 votes), and PvdA (8 votes) all in favor, for a total of 40 votes out of 75.
Unlicensed online operators who have been "actively" targeting the Dutch market will need to observe a two-year "cooling down" period before they will be able to apply for a license.
A realistic date for the opening of the Dutch online market now appears to be January 1, 2021.
