Does the Dutch State Actually Own Holland Casino?

The Works Council of Holland Casino has instituted proceedings against the organization’s management in front of the Enterprise Division of the Appeals Court in Amsterdam, claiming that Holland Casino is, formally speaking, a foundation.

As foundations do not have shareholders, the implication of the works council’s claim is that the Dutch State does not actually own Holland Casino, mooting the government’s efforts to privatize and sell the casino chain.

Dutch Government Responds to Parliamentary Questions

State Secretary of Security and Justice Klaas Dijkhoff answered questions from MP Madeleine van Toorenburg (CDA) regarding the removal of gambling apps from Dutch app stores.

If there is one thing her questions make abundantly clear, it is that Van Toorenburg has it out for operator Unibet.

Dijkhoff also responded to questions submitted by the permanent Committee of Security and Justice of the Lower House regarding the proposed privatization of Holland Casino.

State Secretary Eric Wiebes of Finance, in his turn, responded to questions by members of the Dutch Senate regarding appointments to the supervisory boards of Holland Casino and Nederlandse Loterij.

Half a Million Children Are Gambling in England and Wales Each Week

The UK Gambling Commission (UKGC) has issued a warning after a new study showed that 450,000 children are gambling in England and Wales each week.

Three-quarters of kids reported seeing gambling ads on TV, while 63% saw the ads via social media and 57% viewed ads on other websites.

Meanwhile, the UK gaming industry is working on implementing industry-wide responsible gaming measures.


Personalized Feedback Can Change Behavioral Change in Gambling

The results of a new responsible gaming study, co-written by Mark D. Griffiths and former Gaming in Holland Conference speaker Michael M. Auer, support the hypothesis that personalized behavioral feedback (limit-setting tools, pop-up messages, and personalized feedback) can enable behavioral change in gambling.


UK Financial Conduct Authority to Ban Bonuses in CFD Trading

The UK Financial Conduct Authority (FCA) will ban bonuses and is set to institute a 1:50 leverage cap to protect retail clients that are trading rolling spot forex and contracts for difference (CFDs).

The regulator is also devising a strategy to regulate binary bets once they fall under its jurisdiction.

The measures are the result of a study which shows that 82% of retail brokerage clients are losing money.


Netherlands Gaming Authority Announces New Enforcement Policy

The Netherlands Gaming Authority announced a new enforcement policy with regard to unlicensed online operators. Instead of first issuing a warning, operators will be directly eligible for enforcement action.

By now, it is sufficiently well known that offering online games of chance without a license is deemed illegal in the Netherlands, the regulator claims.

The Gaming Authority explicitly advises unlicensed operators to implement geo-blocking to prevent visitors from the Netherlands to access their websites.

A provision that would allow the Netherlands Gaming Authority to make use of IP blocking was stripped from the the remote gaming bill by the Lower House. Operators are now expected to implement such measures themselves on pain of immediate sanction.

The Gaming Authority, however, admitted to having difficulties in collecting fines in foreign jurisdictions.

Funding for Dutch Olympic Sports will remain steady, thanks to a slight uptick in revenue of Nederlandse Loterij, as well as an additional €10m contribution from the Ministry of Public Health and Sports.


The Dutch National Olympic Committee (NOC), however, has now lost four of its six major sponsors. The NOC is looking to offset some of these losses by offering organizations the opportunity to sponsor specific national sporting teams.
