Dutch Retail Chain Reports 7% Sales Increase in Lottery-Related Products

Further illustrating that retail is not dead yet, Dutch store chain Primera, which specializes in tobacco products and magazines, has reported a 7% increase in sales of lottery-related products through October of this year. Its total market share as a retail outlet for lottery-related products is between 25% and 30%.

In a number of stores it is already possible for punters to play the Toto sports lottery through the functional equivalent of a betting terminal.

The store chain is actively seeking additional ways to enhance the buyer’s experience, for instance through the so-called “Lucky Button,” which it developed in cooperation with Nederlandse Loterij. After buying a regular lottery ticket, the customer may press this button, which is placed on the store’s counter, to play for the chance to win an additional, free ticket.

 

Master Classics of Poker to Kick Off at Holland Casino Amsterdam

This Saturday, the 2016 edition of the Master Classics of Poker, Silver Edition will kick off at Holland Casino, Amsterdam.

During the fifteen-day event, several tournaments will be held, including a High Roller tournament with a €10,000 buy-in and a Super High Roller tournament with a €25,000 buy-in. The winner of last year’s Main Event, which will have a €4,000 buy-in, collected an impressive €300,000.

 

UK Online Operators Are Targeting Children, Study Finds

UK gambling websites are targeting children by exploiting loopholes in advertising laws, according to new research from Queen Mary University of London and City University London.

The researchers point to recent statistics which suggest that a staggering 77 to 83% of adolescents are involved in some kind of gambling, while 10 to 15% of adolescents are at risk of developing serious gambling problems.

Julia Hörnle, co-author of the paper and Professor of Internet Law at Queen Mary University of London made the following recommendations for protecting children and adolescents from exposure to online gambling:

  • Minors who register on an online gambling website and play demo games (without a monetary stake) should not be included in direct marketing campaigns.
  • Celebrity endorsements of gambling should be banned and no person under 25 should be allowed to advertise gambling at the point of sale.
  • Gambling providers should have to age-verify users before they send out targeted email advertising.
  • Minors on Twitter or Facebook who follow or like a football team’s account should not be sent sign-up offers such as free bets.
  • While sign up promotional offers were removed from pre-9 pm watershed TV ads last year, a similar move should be considered for social media accounts (unless appropriate age-verification takes place).

“Gambling advertising is restricted if it targets children. But what if the advertising targets adults, but is equally appealing to, and consumed by, children?” Hörnle asked.

Currently, the UK government is considering the introduction of additional advertising restrictions for gambling operators.

Paddy Power Betfair CEO Breon Corcoran expressed optimism that his firm would be well-placed to deal with any new gambling advertising restrictions being considered by the government:

“We are on record as noting that there has been an enormous growth in the amount of advertising in the last number of years and I don’t think a business with strong brands has             anything to fear from some restriction there,” Corcoran said.

 

UK Gambling Commission Threatens Stiffer Penalties, License Revocations

Meanwhile, at the UK Gambling Commission’s (UKGC) inaugural Raising Standards Conference, chief executive Sarah Harrison threatened operators with stiffer penalties and license revocations if they fail to sufficiently take into account what is good for the consumer.

 

Spain’s Online Gaming Market Grows 22% in Q3

Spain’s online gambling market grew 22% year-on-year during Q3 2016, according to figures released by the country’s regulator Dirección General de Ordenación del Juego (DGOJ).

Online casino was the standout vertical during the quarter, with revenues increasing 56.7% year-on-year, thanks to the addition of online slots in Q2.

Sports betting revenue rose 15% year-on-year to €56.8m as turnover improved 19%.

Q3’s number of active registered users soared nearly 90% from last year, while new users registered during Q3 rose 81%.

Netherlands Gaming Authority Publishes Updated Enforcement Policy

The Netherlands Gaming Authority (Kansspelautoriteit) has replaced its outdated enforcement policy.

Enforcement may be aimed at license holders, illegal operators, as well as facilitators, the new policy states.

As far as online operators are concerned, the Gaming Authority continues its current policy of prioritizing enforcement measures against operators which:

  • offer their services through a website with a .nl extension;
  • offer their services through a Dutch-language website;
  • advertise in broadcasts or print publications aimed at the Netherlands.

 

Council of State: Scarce Licenses to Be Awarded in a Transparent and Fair Manner

When it comes to the distribution of scarce licenses, all potential candidates should be given equal opportunity by the distributing authority to compete for such a license in a transparent procedure, the Council of State (Raad van State), the Netherlands’ highest administrative court, ruled last week.

The Council of State’s verdict concluded a case concerning a decision by the municipality of Vlaardingen to award the municipality’s single gaming license to land-based operator Hommerson Casino in a privately negotiated procedure.

Apart from overturning the municipality’s decision, the Council of State found that that the municipality should have clearly and publicly announced the availability of a scarce license, the period within which applications must be submitted, and the requirements determining to which applicant(s) a license will be awarded.

Although some restrictions may be placed on such a public tender, these restrictions may not predetermine the outcome of the competition.

The Council of State’s ruling establishes jurisprudence for other situations in which scarce licenses are to be awarded.
