Holland Casino Valkenburg Reopens after Extensive Renovations

On Tuesday night, the mayor of Valkenburg, Jan Schrijen, opened the completely renovated Holland Casino Valkenburg. The casino’s interior was remodeled extensively and the branch also added a “Welcome Zone” to its game offering, aimed at novice players looking for an easy, low-stakes introduction to casino table games.

“We are on the right track and ready for the future. I am proud of the excellent result of the renovation, Erwin van Lambaart, CEO of Holland Casino, said.

In addition to the renovation of Holland Casino Valkenburg, the operator is also building completely new casinos in the cities of Utrecht, Venlo, and Groningen. The grand opening of Holland Casino’s fourteenth branch in Amsterdam West is scheduled to take place later this month.

Mandatory Tendering Procedures Leave Dutch Arcade Halls Vulnerable

In late 2016, the Council of State, the Netherlands’ highest administrative court, found that municipalities are no longer allowed to issue licenses to arcade hall operators that are valid for an indefinite period of time.

Henceforth, so-called “scarce licenses” are only to be issued following a mandatory tendering procedure, in order to ensure that other parties are also given the opportunity to compete for one of these licenses.

Earlier this year, a local arcade hall in the municipality of Lelystad, which had had its license tacitly renewed every three years for the last 28 years, failed to win the tendering procedure and was subsequently ordered to close on October 1 of this year, leaving its fifteen employees suddenly unemployed.

To further complicate matters, the winner of this particular tendering procedure will again be offered a license with a validity of only three years – far too short to recoup the necessary investments.

The operator that is now being forced to close its doors, Magic Apple, has said it is preparing a claim against the city of Lelystad, “If necessary, we will take this all the way to the Council of State,” its owner said.

As similar problems are likely to arise in other municipalities as well, trade association VAN Kansspelen argues that casinos that lose their license following a tendering procedure should be offered a reasonable transition period of “at least several years.”
