The real concern for operators regarding the latest Dutch proposal is the increased cost associated with domestic business taxes over and above gambling duty, as well as potential domestic staff costs. Herein lies a central problem for remote gambling. Governments of domestic consumer markets (ie, not POS Islands and enclaves) understandably want to maximise tax revenues and ensure that domestic consumption is taxed all the way through the value chain: recent issues with Google, Amazon and Starbucks (for example) point to the increasingly resonant ‘social justice’ element of this argument. If all online gambling companies offer is online tax, with no domestic business footprint, then this is a relatively unattractive proposition for government.

Gambling is currently on the back foot from a regulatory position in many parts of the world. One of the most obvious (and reasonable) defences open to it is to demonstrate strong corporate citizenship in the markets where its customers are: paying tax and generating jobs over and above a (bare) minimum ‘quasi VAT’ contribution.
